VOTER ELIGIBILITY: To be eligible to vote in this election, you MUST be a current SAME AND San Antonio Post member as shown on the current membership rosters available at the Post website under Membership Info in the Site Directory. VOTING PROCEDURES: In the ballot, you will be asked to select the candidate of your choice for each of the five (5) available positions. You can also choose to identify WRITE-IN candidate(s) for position(s). If you do so, select "WRITE-IN" for the position in the drop-down menu, then enter the name of the individual in the box where it says WRITE-IN candidate for that position. For the two (2) elected Director positions, there are six (6) candidates. You will need to select two (2) different candidates for the two (2) positions available or choose WRITE-IN and enter your WRITE-IN candidate(s). You CANNOT select the same candidate for the two Director positions. If you do so, your second/repeat vote for that individual will NOT be counted. Please be sure when entering any WRITE-IN candidate(s) that they are: (1) members of the Post; (2) interested in serving in the position; (3) and have the time to serve in the position. The next section provides you with a summary of this year's candidates.
CANDIDATES:
The following are the candidates for the elected positions:
For 2011 Vice President/2012 President-elect: This is a 2-year position. The individual elected to this position will first serve as Vice President under 2011 President, Steven Houser, then assumes the role of Post President for 2012:
Paul Sutto (802 CES, Lackland AFB) is the Chief of the Asset Management Flight and is responsible for over 80 professionals managing the installation’s Environmental, Housing,
Planning, Energy/Utilities, and Real Estate programs. Paul now serves on our Post Board as the Small Business Coordinator and previously served on our Board as Assistant Secretary, Secretary and YM Vice President/Director and was on our 2004 SAME National Conference Committee. He also served on the Omaha Post Board as Director of Student Mentoring and on the SAME National Board/Executive Committee as the YM Member Director. Paul as been the Post’s Young Member of the Year and also won the Society’s Young Member Medal.
For Treasurer: This is a 1-year position (elected/re-elected each year). This individual is the Chief Financial Officer of the Post who is overall responsible for all financial matters and accounts:
Sam Hutchins (City of San Antonio Capital Improvement Management Services Department) is the Web Portal Support Division Manager and is an integral part of managing the City’s Bond Program and capital projects through all phases of planning, design, and construction. Sam has been and is currently serving on the Post Board as our Assistant Treasurer and Treasurer since 2002 and also supports many of the Post committees including being a member of the Golf Committee. Sam was our Post Individual Member of the Year for 2006 and was inducted in SAME’s Academy of Fellows in 2009.
For Secretary: This is also a 1-year position (elected/re-elected each year). This individual is overall responsible for all administrative matters related to Post operations:
Amy Enderle (now Amy Shirlberg) (TEAM Integrated Engineering) is a junior architect in TEAM’s Engineering Division. She is responsible for providing advisory and assistance support for the AFCEE contracts in Afghanistan to include reviewing contract proposals, design documents, submittals, and work plans. Amy also leads a committee focused on improving internal company processes called TEAM Connect and the company’s Philanthropic Committee. Amy, a Post Young Member, has been on the Post’s Basura Bash support team, a mentor at the SAME/USAFA E&C Camp and serves on our 2012 TEXOMA Regional Conference and Boy Scout A&E Academy Committees.
Patrice Melancon, originally a candidate for this position, decided to drop out of the elections.
For Elected Director #1 and Director #2: This is a 2-year position. There are four (4) elected Directors (two elected/re-elected every year) responsible for the four (4) major Post program areas: Education Programs, Professional Development, Outreach & Communications, and Relationships & Recognition. After the elections, the program area that the individual is assigned is determined by the incoming President:
Thomas Carter (Pape-Dawson Engineers) is the Vice President for Land Development with his company and is responsible for an engineering design team that worked or is working BRAC/private sector project designs at Fort Sam Houston, Camp Bullis, Randolph AFB, Pearl Brewery, Shops at La Cantera and the AT&T Center. Tom serves on the Post’s Boy Scout A&E Academy Committee.
Bill Hasbrook (Webber LLC) is Director of Development, Sales, and Marketing for his company. Bill has held local, regional, and national positions with Design Build Institute of America professional organization and for our Post has been a K-12 activity volunteer, one of the individual member sponsors for many of our Post activities and is one of SAME’s DOD design-build instructors for the SAME University program. Bill was also recognized as one of the Post’s Individual Members of the Year for 2009.
Kent Lancaster (Booz Allen Hamilton) is a Senior Associate for his company serving as the primary consultant to the Air Force Civil Engineering Community. He is responsible to AFCEE and AETC customers with a focus in the built environment and facility management areas. Kent currently serves on the Post Board as the elected Director for our Education Programs and on several Post Committees. He has also served in numerous elected and appointed positions (including Vice President) in other SAME Posts and also now serves on SAME’s Facility Asset Management Committee. Kent was inducted in SAME’s Academy of Fellows in 2007.
Patricia Ramirez (Professional Engineering Design Group) is the President/Owner of a local Civil Engineering Design Firm. The company specializes in delivering infrastructure solutions for public and private clients in planning, transportation, drainage, traffic, surveying, and project management and has done work for the cities of Schertz, Sequin, San Antonio and for TX DOT. Patricia also worked for TX DOT for 12 years. She has served on the Public Relations Committee for the Texas Society of Professional Engineers and as a State Director, President, President Elect and Secretary for ASCE. Patricia also served as the Co Chair for the 2001 ASCE Conference.

Jesus Yanez (AECOM) is a Project Manager and Business Development Manager for AECOM for several contracting vehicles under AFCEE and AFCESA. He has been involved with SAME for about ten years while employed with other companies, but has been overseas for a number of years and not been able to serve in any SAME leadership positions. He wants to be more involved in all aspects of our Post’s organization.
Dennis Yates (PBS&J) is currently a Senior Program Manager responsible for PBS&J's asset management programs and Air Force client relationships. Dennis is responsible for all Federal business development in Western United States. He is a former SAME Post President for the Emerald Coast (Northwest Florida) Post and a former Membership Chair in the Riyadh Saudi Arabia Post (now a Chapter).
